Dr. Clark is a trusted advisor on a broad range of human and organizational performance transformation strategies. From 1986 to 2011, Clark served with distinction in five federal agencies, including serving as Chief Human Capital Officer for the U.S. Government Accountability Office (GAO), Staff Director for the Federal Election Commission (FEC), Regional Executive Director for the Department of Navy, and Senior Manager for the Internal Revenue Service (IRS). Clark returned to federal service in 2019 as the Deputy Director, Office of Agency Services at the Farm Credit Administration (FCA), where she received a Distinguished Service Award and an Impact Award for her significant contributions. A career member of the Senior Executive Service (SES), Clark has received numerous awards and commendations during her government career, including the Navy's Meritorious Civilian Service Medal and a Hammer Award from the Partnership for Reinventing Government.

After moving to the private sector in 2011, Clark continued to receive recognition and accolades. In 2017, her firm was recognized as Professional Services Firm of the Year and a Top 100 Minority Business Enterprise (MBE). In 2016, the firm received a Small Business Achievement Award from the U.S. Department of Homeland Security (DHS) and Clark received the SmartCEO Brava Award, which included induction into the Class of 2016 Enterprising Women of the Year. Active in public sector thought leadership activities, Clark served as President of Executive Women in Government (EWG) 2018 - 2019, Vice Chair for the Board of Directors of the Senior Executives Association (SEA) Professional Development League (PDL) 2018 - 2019, and Chancellor for the African American Federal Executives Association (AAFEA) Fellows Program (Board position) 2018 - 2019. Clark is the creator and moderator of the LinkedIn group "Public Service Excellence," with more than 3,500 members. She is a contributing author to the Association for Talent Development (ATD) Public Manager Journal.

Clark earned her doctorate in Human and Organizational Learning at The George Washington University. She has completed graduate studies and programs at Harvard University, Cornell University, Georgetown, George Washington University, and the University of Maryland. Clark is also an alumnus of the Goldman Sachs 10,000 Small Businesses (10KSB). Page 2 Committed to giving back through volunteer service, Clark served two terms as the Chair of the Board of Directors and ten years as a board member for the Academy of Hope Adult Public Charter School, a Washington-DC based adult charter school serving Washington D.C.'s most disenfranchised citizens. She currently serves as an Advisor to In a Perfect World, an international non-profit that supports the educational and infrastructure needs of under-served and developing communities around the world.
