Gisele Goethe
Chancellor
Ms. Goethe serves as the Director of Resource Management at the Federal Retirement Thrift Investment Board (FRTIB) since July 2013. In this capacity she provides human capital and administrative oversight to the steady state operations of the FRTIB. The FRTIB Manages the Thrift Savings Plan (TSP), one of the world's largest defined contribution plans managing over $780 billion, helping more than 6 million Federal civilian employees and Uniformed Service members to retire with dignity.
Prior to her selection into the Senior Executive Service in 2013, Ms. Goethe was the Deputy Director for Education and Agency Liaison in the Office of Participant Services. As a subject matter expert on the TSP, she provided training and technical policy guidance to human resource and payroll staff responsible for administering the TSP at agency level. Previous assignments with the FRTIB include Education Activities Program Manager and Acting Administrative Officer. Ms. Goethe has also worked for the U.S. Department of Labor as a Regulatory Specialist for the Occupational Safety and Health Administration (OSHA) and held various human resource positions in the Office of the Secretary for Administration and Management (OASAM) in San Francisco, CA.
Ms. Goethe retired in 2014 from the U.S. Army Reserves, where she served for 30 years as a commissioned officer in the Adjutant General, Ordnance, and Logistics Corps. Ms. Goethe was deployed from 2006-2007 in support of Operations Iraqi and Enduring Freedom, as the Theater Materiel Readiness Branch Chief with the 377th Theater Support Command.
A California native, Ms. Goethe received a Bachelor of Science degree in Community Health Science from California State University, Fresno.
Ms. Goethe is an active supporter of the African American Federal Executive Association (AAFEA) since 2013, and currently serves as Chancellor of AAFEAs Fellows and Next Generation Career Development Plan Programs. She is also a proud recipient of the Ebenezer Bassett Award in 2021.
