Onika Coke-Munoz
Program Director
Onika Coke-Muñoz is the Deputy Executive Director, Program Administration, where she dually serves as
the Chief Learning Officer for the Veterans Benefits Administration (VBA) at the U.S. Department of
Veterans Affairs (VA). In this role she advises the principal senior leaders within VA on matters pertaining
to VBA's talent management programs, practices, applicable laws, and regulations in service to 26,000
employees nation-wide. Ms. Coke-Muñoz recently served as is the Deputy Director in the VBA Office of
Strategic Initiatives and Collaboration (OSIC), where she oversaw strategic operations for a team of internal
organizational consultants, responsible for the development, management, implementation, and oversight
of VBA's ideation and collaboration portfolio. Additionally, the office supported the strategic planning
framework for VBA and maintained effective implementation of VA/VBA goals, objectives, and strategies.
OSIC coordinated with other VA and VBA offices in implementing processes to integrate performance
measurement approaches with strategic planning and budget-formulation processes.
Prior to joining VBA, Onika served as Senior Program Manager for Leadership VA (LVA), the
Department's premier leadership development program for 21st century next generation leadership targeted
towards GS-13 through GS-15's and Title 38 equivalents. During her tenure LVA successfully transformed
into an academically rigorous content-enriched training program and saw a 300% increase in applications
and received national and international recognition and awards for adult learning and innovation. Ms. Coke-
Muñoz has over 15 years of experience in higher education with a focus in sociology and education policy,
and has served on faculty and staff at a myriad of post-secondary and graduate-level institutions. She holds
Accomplished Coaching Certification from the International Coaching Federation, is active member of
OPM's Federal Internal Coaching Network; and is the 2022 Executive Women in Government Mentor
Award of the Year recipient. Ms. Coke-Muñoz was educated at both Fisk University and Columbia
University in the City of New York.
